QOBER: Quantified Orbital Behaviour, Evaluation and Response

Safety-bounded autonomy, documented as research.

Presented as the world's first open-source, flight-oriented research architecture and reproducible benchmark for safety-bounded small-satellite autonomy. The work combines mission planning, resource forecasting, manoeuvre and conjunction assessment, fault management, counterfactual evaluation, deterministic command authority, and reproducible evidence under an explicit safety boundary.

The work is presented with a clear evidence boundary: it reaches documented software and emulated-platform evidence, not hardware qualification, environmental qualification, mission acceptance, or in-orbit demonstration.
